Nurse Practitioners of Idaho Annual Meeting 9-19-08

1. Board of Nursing News
Advanced Practice Professional Nurse Committee of the Idaho Board
Cathy Arvidson - Chair for APPN Committee
This committee consists of 2 NP’s, 1 Pharmacist and 2 MD’s, all
appointed by the Idaho Board of Nursing. This committee meets quarterly
to review APRN applications and disciplinary cases and makes recommendations
to the Board of Nursing members. Usual reviews include the status
of APPN statistics, special state issues, and national initiatives.
Cathy is involved through her faculty position and her role with
AANP, with the Joint Dialogue Task Force that examined issues in
advanced practice nursing regulation specific to licensure, accreditation,
certification and education. This document was completed in July
and is currently being endorsed by many stakeholder organizations
including AANP, ANCC, and AACN.

Each state Board of Nursing will determine whether or not to endorse
the Consensus Document.
Randy reported that. Idaho currently has 530 NP’s and less than
50 in practice are from the certificate NP era. Most have masters
or doctoral degrees. In the past year there was
one disciplinary action involving a NP who didn’t comply with the
CE audit in phase two. The board worked with her to meet standards
and her license was not impacted.
Point to remember- keep a portfolio with evidence of continuing
education, clinical preceptorship and evidence of peer review to
prove competency especially with specialty practice.
Understand scope of practice (SOP) by your certifying body. SOP
is a legal term and it is determined by State legislatures, delegated
in the Nurse Practice Act to the State Board of Nursing who can
write their own scope statement or adopt the nationally vetted statement.
Idaho has adopted the nationally vetted statements when appropriate.
2. Report Finance Committee
Last conference made $30,000, with approximately $13,000 in cost
with $17,000 profit. Expect to make about the same this year. Only
paid member of the executive board is the secretary Debra Neilson,
paid hourly for only the time that she works. There is currently
$88,000 in the bank.
3. Lobbyist
Investigation was made into getting a lobbyist for NPI- would cost
$8,000.00/year. The person who was approached last year was also
the lobbyist for the naturopaths and other groups. There could be
a conflict of interest. Margaret Henbest was in office until recently
and could be aware of issues related to advanced practice nurses
but now not available. For now it would be important to get the
legislative committee up and running to cover issues. Legislative
committee consists of Anne Church, Susan Ault, and Lynn Kuwahara.
Susan Ault is on the INA legislative committee with the Governor
Task Force of Nursing and will be monitoring legislation for nursing.
She is willing to work with NPI. Tracy will contact her. Need to
train a new NP to learn to be a lobbyist or a more experienced NP
who is willing to learn. Margaret Henbest did volunteer to help.
4. Membership Committee
There are 200 plus members of NPI, will send an annual letter to
all NP’s to invite into membership. The annual fee is $60.00.
5. PR Committee
The committee members are Colleen Lambert, Kate Martin, and Tammy
Hatfield
National NP week is coming up in November 9-15th. Need to get into
some local papers in the state. NPI will post an article about Margaret
Henbest receiving the NP Award of Excellence. AANP has a resource
guide on how to advertise NP week. Four people volunteered to get
an ad in the paper; Deo Pepper Sack- Idaho Press Tribune, Drew Simmons-
Twin Falls, Linda Shaw- Mountain Home, Kate Martin- Idaho Statesman.
6. General Discussion
Members voiced they had not received any minutes of meetings. Request
was made to have more general business meetings. Tracy shared that
there were 2 general business meetings in the last year with only
approximately 8 members in attendance, and there were 2 drug meetings
with approximately 30-40 in attendance. If you have not received

7. New advanced practice nursing group from East Idaho
This group was formed due to being so far away from Boise area
and not being able to attend meetings. This group also includes
clinical nurse specialists and midwives. 10 people at a meeting.
Jan Garland is the President and Vicki Blair is Vice President.
A lengthy discussion was made at how we could communicate better
with one another throughout the state. Idaho State University has
access to a TV feed and webinar. They will check to see if NPI could
access this technology.
8. Meetings
The NPI by-laws states that it is only required to have an annual
meeting and at the discretion of the president for issues that arrive.
The drug rep. meetings are currently set up with Cheryl Sobba but
she wants help and plans to retire from this position soon. Tracy
Young volunteered to help.
9. NP Advocate for the Year for AANP
This position needs to be nominated by October 6, 2008. Contact
Cathy Arvidson if you have a problem.
10. Nominations
Please nominate members for president, vice president, secretary,
and treasurer. All positions are open.
